Back on March 19th, I sold a $20 tool on ebay. I shipped the tool the very same day, and it should have arrived at the buyer's address in 2 days.
The tool hadn't arrived on April 3rd, and the buyer was fair, but irritated. The only tracking information was listed as "Accepted at the (my) post office on 3/19", and nothing else. I was on vacation at the time, so I gave the guy a full refund.
On April 16th, I received an email from the buyer stating "I got the tool! It finally arrived!!!" He wanted me to debit his account, which I can't do. I asked him to either return the tool or paypal me the money. At this point, I have received neither.
Is there any recourse in this situation with ebay? The guy has my tool and my money. The tracking shows that he eventually got the tool, and I have his email to prove that he got it.
I know that it is only $20, but that is $20 that I worked for, and would rather have it or the tool in my possession.
