Early 1900’s post office whazits

Bottom piece is 6” in length, doesn’t have much for rust.
the other piece is 5” in length and has a piece of leather sandwiched between iron. One end has a ring and the other end a point.

I think the bottom is part to a spring scale

can you beat the crud off of the bottom piece to see if it resembles the scale posted . I scratched the cultivator idea because of the ring on the item.
