eagle button ID

I found/dug this button yesterday in upstate N.Y. I rinsed it with water but don't want to risk damaging it. The button is about 15/16 ths of an inch across. The eagle is facing right and has 7 arrows in it's left talon.It also looks like there are 15 stars in the field above it's head.There does not appear to be any back marks.

Your button is one of several variations of US Diplomatic Corps uniform buttons, from the early-1800s. See the section on "Official and Diplomatic Service" buttons in the book "Record of American Uniform and Historical Buttons: Bicentennial Edition" by Alphaeus H. Albert. Your button is very similar to button# OD-5A in that book, but without additional cleaning I cannot tell if it is an exact match.

looks like The C.G. has about nailed it.
i've never seen one of those come out of the ground before.
must be fairly rare- i would be curious to know just how rare...
