This was found on a 1774 shipwreck, We cant fiqure out what it is. Nothing on back just imprint of eagle. It is smaller than a dime. Any Ideas?

Don't think it's an eagle. It has a fish in it's claws possibly making it a sea bird of some kind? Gull?
