Eagle and Figure

Another of my hunting partner's finds. Appears to be some sort of badge with eagle. Note the figure of a person with buttoned coat and high collar when slightly rotated. Any idea what this is/how old? Thanks, Dan

I can't tell you what it is, but it seem s to be made in the art nouveau style, dating back to the late 1890s.
