Horse breastplate is a pretty good guess I think. I couldn't find anything similar in a short search, and since I know how good you are at identifying "what's its," if you can't find it, there aren't many here would can

Darn shame there doesn't look to be any markings on it - that would at least give you a direction to research.

No matter what though, it's a really nice find in excellent condition.

Could be a buckle, maybe had a ribbon to pin it on as some type of award, medallion?
