Don't know what they are. That's a cap to a water bottle they are resting on for size. Any help here?

That is exactly what they are. Most likely from a flag pole or dog run. The swivel snaps are notorious of having the stud pull through the swivel as they get wore down. You can also see the wear from being tied to a rope or chain.
