What's the bottom of the casing say?

I cant see any markings and theres actually not a rim on it like other spent rimfire cartridges i have found

That is a fired bullet ,no casing.
It has a copper jacket over the lead inside.(If commonly lead filled and not another type metal or a mix.)
Marks from the barrels rifling it was fired from run from base to cannelure at a slight angle in your picture.

The tip is different than I'm used to seeing.
Either a synthetic piece is missing or the tip is broke off or it's just an unfamiliar open faced design , or?
Anyway , jacketed bullets been around since about 1882 , with rifling being used long before then.
