it is possible it isnt lock related but instead a hanger or attachment device...

I used to have a similar device on the back end of my little Italian tractor. It's for adjusting chains. A bolt holds the piece behind the seat. Then you run the chain through the large part of the hole and then slide your chosen link into the slot to lock in place. I believe it's supposed to be a sort of anti-sway control, though I've seen better setups out there.
