I'd say hair piece or barrett.I see many that look like it with the jewels attached.Look up antique barretts.

i have to disagree that thing got mounted on to leather by the big spikes that mounted it no way they spiked it to someones head look at the way they had to mount the thing still don't know thanks for the ideas krazyhorses

Sorry KC, the first thing I thought of was hair berret. There would have been a long double wire clip being held on by those spikey things. Monty

Back on topic, I don't agree that it's a barrette. I see what KRAZYHORSES is referring to. If you look closely you will see a sharp prong on each corner of the bracket that some of you suggest held the long double wire on a barrette. Each of those prongs looks bent over.
Possibly leather or saddle related.
