Dog Tax 1946

This is the oldest Dog Tax Tag I have found. Got it today in the woods 3 inches down. It's brass.
1946 #78 Rochester, Minn.
I wounder if it's still on record at the court house.

Dog tax records only go back 3 years so theres no way of finding anything about the owner or the dog.
