Dog Tag?

I apologize that this is not a "find" but, I know there is so much knowledge here that I think it's my best bet on identifying this brass tag. This was given to a friend of mine and he was told it belonged to a relative who was born in the mid 1860's by the name William Milton Petit... Sorry I have no other info. TIA

the three chain links are usually a symbol of the I.O.O.F. (Independent Order of Odd Fellows), and symbolize Friendship, Love, and Truth. Perhaps this was something of a fraternity ID badge (?)
