These are included with the uncirculated mint sets, one for Philadelphia and one for Denver. The proof sets are minted in San Francisco. I found one myself about a month ago doing a box of cents. They use the blank for the one cent. That is why the coin sorters read it as a coin, proper weight and size.
 

ya, same weight as a normal zincoln like already said...i once found some of those in a bin my dealer was selling...i bought some for the hell of it...very cool coin...nice find, especially for 1 cent!!! keep it up and hh!
