I found it about 3 feet deep in the ground. In the hills above the beach in northern Baja Mexico
I think it's some sort of upper armband

You'd get far more attention and responses if you gave a hint about what you're asking about! That'll have more members looking than just the general question that you'd found something. Use the scientific method = who's going to be looking? And guide them there.
