Rivet for leather, likely harness.

Patiodadio is correct, a brass rivet made for connecting two or more pieces of leather, most often seen on horseharness but also on everything from belts to purses to saddlebags to civil war soldier cartridge-boxes. Or more rarely, for joining thick pieces of thick fabric such as a carpetbag. That form of rivet has existed for many hundreds of years and is still being made today, so there's not much chance of accurately time-dating one unless it has a maker's mark, such as a star or anchor.
