They are commonly referred to as hem weights.

Depending on the shape, they are dress-hem or coat-tail or curtain weights. Clothing weights tend to be circular. Curtain weights tend to be square or square-ish. The bar across the hole in the center is to permit sewing the weight onto the cloth. They've been used for at least two centuries.

Yours, with an E on them, are from the 20th-century.
