My first thoughts are of a vinaigrette. Used in the Georgian and Victorian era...a small personal object that had a sponge inside scented with perfume . Since sanitation and personal hygiene weren't a big thing for some in those times these helped when you were feeling overcome by bad odours that were out there.
 

I agree with "ironhorse". Appears to be a vinaigrette. See if you can find any maker's marks or any other markings on it. Hard to tell it's age or what metal it is made of from your pictures. Could be old or a modern replica. Welcome to T-Net !!!! Cheers !!
