Cellphone video recorded by an eyewitness captured a police officer in Santa Ana, Calif., fatally shooting a 22-year-old homeless man at a shopping center earlier this week.

The unidentified witness reportedly saw a confrontation unfold between a police officer and victim Hans Kevin Arellano. The incident occurred in the parking lot of the Harbor Place Shopping Center at about 3 p.m. on Tuesday.

Here’s how the eyewitness described the events to CBS Los Angeles:

“She exited her patrol car, gun drawn, and asked the gentlemen to get on the ground. The gentlemen didn’t get on the ground, he was still inside the restaurant. She asked again. The man then exited the restaurant, and as he was exiting the restaurant, he said, ‘What are you gonna do, b—-?’ About a second later, she shot him in the chest.”

CBS Los Angeles also provided the video to the Santa Ana Police Department. Cpl. Anthony Bertagna of the Santa Ana Police Department said he was unable to comment on the part of the video when the officer shot the suspect.

At a Wednesday press conference, Santa Ana interim Police Chief Carlos Rojas pointed out that Arellano was a convicted burglar and claimed he was “combative” when he first got into altercations with individuals in a McDonald’s parking lot.

After police arrived, Arellano ran to a nearby juice bar, where he was shot.

“It was a confrontation. It wasn’t a casual conversation,” Rojas said.

Responding to accusations of excessive force, Rojas was evasive. He did not say why the officer didn’t just use her Taser on the suspect rather than shoot him.

“Could the officer have had other options? There’s always a lot of different options you have in these situations. It really comes down to the mindset of the officer at that time and what threat they may have been facing,” he said.

And we used to trust our police departments, but now they are militarized and gung ho about it. Shooting innocent civilians is nothing anymore, and I doubt she will ever see a criminal charge....

Like I have said numerious time I am a LEO, and when I am driving or out in public I keep an eye on all poilce especially local(i dont know) more so than I do the rest of the public because I trust them about as much as I trust a gang of thugs......a non badged gang of thungs I should say.

??? Not so much anymore I dont trust the VAST majority of fellow officers I meet, VERY much so if I dont know them. Also SCOTUS has ruled that you have the right under the 1st amendment to tell a officer to go #^$@ their sleves or kiss you @#$ what ever.
 

As a police officer your job isn't the same as the ice cream man, you have to deal with scum and dealing with ppl who hate you, hate you stopping them from conducting criminal acts and because there is impending jail time coming because of that officer(not from your own criminal act)...the officer is going to be a little high strung, tired, unwilling to listen to the endless BS lies that fly from a criminals mouth..like oh that ain't mine, im holding that for someone, or you put that in there trying to frame me, no this car ain't stolen I got it from my friend etc etc.

However there is no excuse for a cop to not use a less lethal option if possible. No excuse for beating someone in cuffs etc. What's that old saying...until you have walked a mile in a mans shoes....
The lady cop if she just shot him for a name should go to prison but I'll hold my judgment until ALL the facts are presented. Ppl tend to lie sometimes when it comes to a cops actions because they are biased.

Police are supposedly "trained" to take the verbal abuse without taking it personal. If you can't take a little name calling you don't have what it takes to do the job. Maybe that Democratic Illinois Rep, Monique Davis, has it right. She says the people in her area feel it's the Chicago police shooting all the black kids because there are so many unsolved crimes. Then ol' Charlie Rangel likened "Tea Party" members to the "crackers" in the deep south that opposed the civil rights movement and used dogs on marchers. This law and order crap is getting a little out of hand.
 

Unfortunately its something that wants to die but you have ppl that won't let it die. Good ol'charlie and his tea party equals white crackers and that Republicans are worse than al qaeda and that repubs should be all lined up on a wall..seriously if those type of comments came from a Republicans or white persons mouth we would be hung by our heels the next morning. This isn't the first time rengal has run his racist mouth before but ppl like this poop stirring ass need to be removed.

He actually has a "series" coming out soon where he discloses all of the injustices done to blacks, Latinos, women and everyone besides white males. Should be some great community awareness viewing.

I did that yesterday....not a great response...I have neighbors from the 7th level....sugared my car...steal as they will, tried to burn the house down with me asleep inside, list is long...then yesterday...her the jerks come at me again...
he allowed a guy to get away with playing road warrior, the guy crossed the center line, played chicken...as I was attempting to get in my own driveway...copper let the guy go, didn't even take a plate number, cause he did not like my language...
well...then I ran him out of the yard...he really did not like that....then I showed up at the station this morning...and gave the entire crew some 2 cents...I have been playing nice...told them flat out I am a grown man and will defend myself an property from any one...including them.

Does the Flagstaff Sheriff Dept. police your area? Thought they were pretty responsive.
 

no...flagstaff is 50 miles north...I will take care of it...no problem.
flagstaff has a mixed police force...some really good guys...and the good old boys...I know the asst. chief up there...or he was till retirement a few years ago...

I thought maybe the Sheriff's dept. from Flagstaff might serve your area. Don't know much about the police dept. Good luck with your problem. I can send people if you need them. :)
