Looks like it says on the one side Los Angeles Cal

on the other side Army Ex. & then is that a date? 1-10-10 ?

The word is am ry not army.

Its a seal the wire is missing. Used to seal electric meters and other uses.
also used to seal tractor trailer doors after closing. Then at other end of the haul the seal should still be intact.

I will try to get a picture of an unused one for comparison.

I am not for sure of the age of the find,but i believe the AM.RY EX started in 1917.

Wells Fargo & Co. Express Wire Sealer and Box of Seals. This Apex sealer leaves a clear “W F & CO EX” impression on the obverse side of the seal, and “4031” on the reverse. The sealer probably dates back to the late 1880’s. The identity of Messenger # 4031 is not known. The box of about 100 “lead and wire” seals were manufactured by E. J. Brooks Co, Newark, N. J. and are probably “modern.”

Yes... and ONLY from 1917 to 1920 when it changed it's name! Thats a narrow window!
