Did I Find Some Type of Buckle?

Here's a brass item I found in Vicksburg in a Union camp.
Is this some type of buckle. Just seems kind of small and delicate.
It has a lot of rusty type of crustation on it, especially the front.
It also appears to have a 6 pointed star at the top.
Any guesses?
