Decorative metal bar?

I found this in a park, the left side is broken off. Have no idea what the material is, however, it had no rust or corrosion and it apparently brittle (judgeing from the break). The design appears to be two horses with riders on the right side and maybe mountains on the left. The back side has only diagonal grooves. Pictures were taken with side lighting to help provide contrast on the raised design. There is a hole drilled on the right side, obviously for mounting on something. Any clues???

I hunted all around trying to find the other end, no success.
 

Have no idea what it is, but that is just plain cool! Good luck with an ID! :thumbsup:
