Date on water meter cover?

Hello! I dug this NEPTUNE METER CO. brass meter cover downtown Eugene Oregon a few days ago . . . . I cleaned it up a little . . . on the bottom it's stamped "S-1-44".

Anyone know how to date these things?!

So with a 5 mill serial number its earlier than 1940.
