I read part of the book Reminiscences of Famous Georgians on Google and found out Judge Beverly D. Evans was alive and sitting on the Georgia Supreme Court in 1908. She (he?) heard the Snell vs. Snell case. So this may give a rough date.

Ivan--David Schenkman's Book, Bimetallic Trade Tokens of the United States, lists two varieties (5 & 10) from the Frank Snell Saw Mill Co. / Council, GA and says "circa 1920". Randy & James Partin's Georgia Trade Tokens book also lists them and illustrates the 10. In standard notation, the legend on it is:

FRANK SNELL / COUNCIL, / GEORGIA / SAW MILL CO.
GOOD FOR / 10 / PAT. / APPL'D FOR / IN MERCHANDISE
