CZ21 vs CZ3D

Is the CZ21 basically an underwater CZ3D?
To word the question differently...Would the CZ21 be as efficient on land as the CZ3D?

The CZ21 is more like a CZ6a...yes it would work fine on land but it would just be a lot heavier.
