Horse tack or furniture hardware. Not a CW buckle.

It's the back of an old padlock. Probably 1800's. There was another ear with a hole on the other side and a bar slid through them when the key was turned. Someone else posted one not long ago and thought it was a buckle as well.

Here's mine . . .when I first dug it, I thought it was a heel plate, but then realized it was a padlock back plate. Thanks for the date VaYank. Breezie

I couldn't find a back to show the inside but here is a whole lock I dug in a civil war camp a while back. They made this type indifferent sizes and with slight variations. It had a brass keyhoe cover on the front that would swing up. Part of it is missing on this lock. I've dug this type of lock in colonial sites and I believe they made them like this into the late 1800's

I dig that style lock quite often and have given many away but if there is still some doubt as to "V",s proper I.D.,I will post some parts of those locks to clarify :dontknow:
