✅ SOLVED Custom horseshoe?

It appears to be a horseshoe that has been altered. This was found at one of our regular CW cavalry sites. The metal strapping that connects the two pieces of shoe is too thin to be some kind of homemade stirrup, but other than that I don't have a clue. I thought it might have been a special shoe for an oxen, mule or maybe a draft or horse with some kind of hoof problem.
