Boy, this has my curiosity cooking. I have no idea...appears to have "stop" settings and the all brass construction except for the shaft everything seems to rotate on makes it even more confusing.

Good luck getting an answer.

Well, I didn't want to post my first impression but my first thought was some kind of tool a gynecologist would use for...who knows what? And would something like that be made of brass? Or possibly a tool a vetinarian might use for.....?

And covered in paint?

I keep trying to imagine a painter using that, or some kind of construction tool.

Telegraph key was my first inclination, but it doesn't look right. I use to have one that belonged to my ggf who worked for the railroad.

My other thoughts were of Ross in an episode of Friends running around with a speculum, playing with it and quacking like it was a duck.

I'm thinking a dental what'sit. Are you sure the white stuff is paint and not some kind of old time dental plaster. Maybe this was used somehow to mix up the plaster.
Just another brain f*rt. Bluezman
