cup/container from 1900s home site

cup/container from 1900's home site

Not sure exactly what this is but it was screaming from about one foot in the ground. Found by a 1900's homesite. I think I've dug a ribbon of this fancy metal pattern before but it was all bent up.

The ribbon of that metal and this item could have been on a glass vase this piece being the bottom and the other a band higher on the vase.Glass vase broken?

Is that hollow with dirt packed into the end? Napkin ring maybe?

The ribbon of metal I found was at a different site altogether. .
The size of it is that of a drinking cup..a little less diameter than a soda can..so too big for a napkin ring. Anyway, that is the bottom of it and not dirt.
Seems like a container to hold hand cream or something of that nature..like it had a lid.

There might be a maker's mark under that dirt.
