Your finds are definitely late-20th-century-to-present-day reproduction civil war artillery cannon firing primers, known as "friction-primers." You can buy them today on Ebay, in the Civil War Reproduction/Reenactor-equipment category. Yours have been used. The photo below shows some unused ones. I'm sure about all of that because in addition to being a Historical (pre-20th-century) Artillery relic scholar and collector, for over a decade I was a civil war artillery battle reenactor.. I've used those Reproduction cannon-primers myself.
