not a clue but I will take a stab at it and say oil well to adjust the gauges and such ???

The second picture is and "Alligator Wrench" they were produced in the late 1800's to early 1900's era

Those are still produced, kind of... At least I've got many of those adjustable wrenches with similar alligator in the other end of them in my garage. Great tool for example when you need to get a grip on a threadrod.
