What is the purpose of a counter stamp?

To redenominate a coin, changing its value; or to convert the coin of one government or nation to that of another.

If the mark is a "chop mark," it is added to confirm the authenticity and trade value of the coin— i.e., genuine silver, etc.

In the case of merchant countermarks, the purpose is to convert a coin into an advertising &/or trade token.
