Sorry to have to say, it is definitely not an Artillery fuze, nor a part of one. But, I applaud you for "doing the right thing" about it, posting it for ID. Quite a few people have told me they threw away a valuable civil war artillery fuze, thinking it was just a plumbing-part, before they found out what it actually was.
