Could it a stone hand tool

Found it on a beach east coast of England. There are a lot of flint nodules on the beach. But this one looked different. It looks like the flint has been shaped and worn. Could it be a hand tool? Please help me to identify it. Thanks

Usually, if you have to ask, it ain't. That one does look good, though.

Don't take offense to what I say, but I don't see puposeful flaking on it. To me it looks like natural concoidal fractures from being stream tossed. Take my opinion for what you will.
