copper whatsit. boat part?

found this near the james deering vizcaya house in the median of the road. its all copper and seems to be the bottom part of something. i couldnt find any markings. looks like there was supposed to be another thing like whats on the left over on the right side. i'm thinking maybe boat part since its all copper. there was a big hurricane that hit miami in the 20's and boats ended up all over. i was maybe 2-3 blocks from the ocean so a boat ending up on the road where i was is possible.

Looks like a ground plate for boats.

Agree with Aquanut. Ground plate for radio or lightning arrestor. See if you see any trace of a trademark. Most common is "Dynaplate".
