Looks like part of a fire sprinkler system.

Missed an angle, was thinking gas was coming through but could be water, it was a rural house not sure if it had a sprinkler system but who knows I never saw it, and it was burnt on purpose by the local fire department, maybe they wanted to test some sprinklers or something.
