Copper buckle, picture frame or something else?

I found this mangled piece of copper in an area that had a lot of square nails and where I previously found an 1856 seated coin. I was surprised to find "ornateness" when I cleaned it up and thought it must be an old picture frame. It has a length of 4 inches and a width of 3 inches. A friend of mine thinks it's a women's belt buckle of some sort. All opinions and wild conjecture is appreciated!
