Posting for a friend, so I may be slow answering any questions but I'm also very curious for an ID on this thing. Came from a homesite dating to at least the 1870s and more likely, the 1860s

She says, "I found this on a farmstead dating back to the late 1800s. Appears to be hollow fluted brass or copper, with a cork insert. The back is the same as the front. No markings. Any thoughts?"

She added that "The diameter is too small to be a broom handle. I was wondering whether it was a parasol handle, but that wouldn't explain the cork."

I see you found a piece (slide) to a parasol. I wonder if the fluted piece could be the handle to it?

Like those bells and suspender clip.

My friend added, "the insert may be a porous wood or bamboo and not cork. It is hollow in the middle, kind of like a hollow dowel, if that makes sense."

Outer diameter of the insert is 3/8"

parasol handle seems likely, especially since you found another piece of one. does not look like cork.
