It appears to be Civilian-usage, not Military, because the army wasn't willing to pay extra for strictly-decorative embossing applied to the leather, which is seen on your horse-blinders component.

We need to see some closeup photos of the back of the brass rosette disc to get an accurate estimate of its time-period.

Its difficult to determine confederate things - mostly because, quite often, the confederates used whatever was available, including private soldiers horses and tack. I agree with TheCannonballGuy - some closeups might help.
