In my opinion, it looks like it was made over time, with something in the centre starting a concretion process.

What state and area of the state was this found when it comes to geological oddities and or most rocks/minerals. location is many times key to identifying them?

My first guess would be it's a Moqui ball/marble, but these are only found in certain locations.
