Colorized Eagles are a third-party modification to the original coin destroying any numismatic value. Silver is still silver. If you are looking for a colorized ASE, then be sure to be picky as they all aren't created equal. I've seen some that look like 6th grade art projects and others with the enamel precisely applied (most likely via a computer automation) that they are very nice to look at.
 

I think it was gimmesomesilver who just picked one up at Starbucks the other day if I recall correctly from a Craigslist buy
 

I've never found them in the wild, but I bought a couple off eBay. Some acetone turned them back into regular ASEs that don't scare off buyers.

I don't see how the value would be seen negatively, afterall, it still is an ounce(ozT) of .999 fine silver... It may not carry the premium as come uncirculated issues do, but nonetheless, a value of it's content.

...I myself have never gotten an eagle from a bank nor ever saw one "for sale" in a bank.

Does it affect the value? Yes and no. Yes, it will be rejected by TPGers and yes it destroys any numismatic value, but an eagle doesn't have much to begin with. A nicely applied colorization may add value if you are selling to private individuals. Of course, like what other posters have said, they aren't equal, some are terrible others are quite nice. Just be picky and look for a good deal and you'll get a quality coin.
