Colonial Relic Help!

Hey guys,

Found this odd piece while digging an old plantation site. It appears to be a piece of leather with a 4 inch copper plate attached with 2 copper clasps (the second clasp is missing). I was thinking horse bridle...anyone have any ideas?

Certainly a possibility, just have not seen any with the large copper loops connecting it to the leather strap.
