Looks like something from the hearth used for cooking.

At first I thought it might be part of a horse bit, but at 17" long that's not the case. Very interesting piece ....

Although i could not find one that looks exactly like yours, maybe the pumping handle off an old blacksmiths bellow? If you turned your first picture upside down?

Looks like a section of an old hand wrought horse hame to me.

A very interesting find. I don't believe it would work as a simple hanger for cooking; the balance is all wrong.
I'm guessing the feature I have circled in this pic is a hollow tube?

If so, what is the internal diameter of the tube - and what is the width of the hole through the shaft near the bent tip end? I suspect that they are connected somehow - maybe by a cord or strap running through them?

EDIT: After a bit more research, I am positive that Mud Hut is correct. This item in the link shows the hook and the ring at one end and the additional ring and slot/s towards the other
