COLONIAL HAND FORGED BULLET MOLD HANDLE?

• Dug this today at a colonial cellar hole foundation.it's hand forged iron & looks like it pivoted on something.any ideas anyone?
  Butch Holcombe of American Digger magazine seems to think it's a bullet mold handle.

It does look similiar, but seems small to be a bullet mold handle.
