Top piece looks like a thumb plate or escutcheon however the two holes are not typical

a pic of the back may shed more light

Not really what I expected to see

The ones I've seen in the past had a nipple with a recess that is threaded to accept a small screw/bolt to fasten it down

I admit there are probably many more gun parts I've not seen than I've come to know
Yours could be of an obscure make or something entirely different than what we might see here in North America

Even though the shape and design are really close; I'll let some others give their opinions and you can take it from there

I think it's an escutcheon, and have one with the two prongs, so there is at least a little variety to these. Maybe it was the prong type, one broke, and then they filed it down and drilled the holes to fasten it. That's my theory, but only if you can never find another made the same.

I think it's to small for a butt plate. can you give some measurements?
