Colonial/cw brass?

Found this brass item at a colonial site with civil war activity. Have no clue where to begin and was hoping for some help.

Whoever correctly identifies will have bragging rights until the end of time and will receive positive wishes from yours truly. Sounds like a great deal if you ask me. Thanks to anyone who tries.
