I picked this up for $1.99 at GW. Cute original collage/watercolor by Gretchen Bierbaum founder of the National Collage Society and renowned collage artist. Far from her museum pieces but it has got to be worth more than $1.99. Couldn't leave the little mutt at GW. He said rescue me !
I wrote to the artist and she replied back that the dog was added after it was sold and was not her doing. I tried removing the dog but a little glue is left. Will try tonight to see if I can save the watercolor. If not I'm putting the dog back.
Get some liquid frisket at an art supply store (it's not expensive; it's mostly used to keep white spaces on water-color paintings and peels off easily). Paint that around the glue to protect the surrounding painting. Then apply water to the glue - dollars to donuts it's water soluble.
Take your time, do it in stages and be gentle, cross your fingers and you may be able to get all the glue off the painting without harming it.

as an after-thought, a bit of glue on the work of an artist who uses a lot of glue, isn't a huge deal, so you don't have to make it pristine
So the glue was rockhard. I was able to scrape it and it came off without taking the paper. There is a little shininess to it if you look at it at an angle but most of the natural variations in the window are from her original paint brush. Thank you for your comments and advice.
