I saw something similar at the coin shop I frequent. It is rare. The one I saw was exactly the same but it had 1oz silver stamped on it. I would try an earth magnet on it and see if it sticks or not. Then weigh it as it should be at least 31.1 if it is what I think it is...give or take a few grams. I may be wrong but who knows.

It looks like the reverse of an Italian 20 lire - like mjhoffpauir said above it should be silver.
