Coin or what?

I am posting this for a friend. She found this in some things she had gotten from garage sale I think. The images are on both sides and it's about the size of quarter. It looks like a W, a fish-like symbol, a cross upside down, and an arrow pointing upward (both sides) Your help on this is really appreciated.

Wish I could find these garage sales where they sell old esoteric coins and tokens! Anyway, to me it looks lead. I know in California, where there were Spanish missions and presidios, they would hammer lead pieces into coin-like gaming chips. This piece looks something like this, though I don't know where this piece originated from.
