Maybe a navy medical stamp?

In the 1870s US Marine Hospital Service had some thing similar but only because of the anchor and caduceus, it was missing the other items.

The only coat of arms I have found so far that is similar is this:

Here's a painting with a frame that describes a similar marking on the frame, but its hard to see if its a match. And they don't tell us anything about it (which is odd, since there's also a paper label with the emblem, which I would think might have more info). Anyway, I tried. Louis Ritter (OH, 1854-1892), "Giverny" : Lot 226

might be some form of german merchant seaman's medical service * the anchor is def naval or merchant seaman --the snake intertwined on the rod is medical related --so we got some sort of germanic seafaring medical * for sure -- now to the F S part --S for service? --foreign service? --humm gotta think on that one --

I wonder if it is some sort of customs stamp upon being imported to the US?
