Clock thingy

Found this on the beach today. The bottom is indented as if it once sat on something. It's very intricate. Soaking it overnight to see if I can clean it up some. I'm not sure what it's made of maybe lead? maybe silver? Anyone recognize what it's from or what it could be from? I think the clock hands are set to just after 5 o'clock. It appears to have a bird on the top perhaps with one wing out stretched and the other wing perhaps is broken off.
